Obama hints at amnesty for illegal immigrants

President Barack Obama stayed away from hot-button words in remarks Thursday on immigration reform, but hinted that his immigration push will include some kind of “amnesty” or “legal path” for illegal immigrants already in the United States.

He also praised U.S. Sen. John McCain, R-Ariz., who was at a White House meeting on the issue and has supported a legal path for undocumented immigrants and a guest worker program.

Time to end Sen. Pearce's reckless misstatements

by Phil Gordon - Jun. 27, 2009 12:00 AM
My Turn

Enough is enough. State Sen. Russell Pearce, R-Mesa, should listen to his own words. In a column last Thursday ("Let's put an end to illegal-migrant catch and release"), Pearce said "enough is enough" with the blind eye he claims Phoenix is turning toward illegal immigration.

But the senator's own vision is distorted and myopic. Enough of his reckless misstatements.

Latino students could learn better with bilingual ed

What's best for Latino students who struggle with English? Should they be taught through bilingual education or are English-only programs the way to go? The answer for a school district in Charlotte, N.C., seems to be a strong combination of both.

At the Collinswood Language Academy (kindergarten through sixth grade) students spend half their day learning subjects like math and science in Spanish and the other half being taught history and social studies in English. The program has been around for a decade and in Charlotte, home to a huge influx of Latinos, it is in great demand.

Marijuana seizures rise in S.C. corridor

The latest illegal crop found: 11,000 pot plants worth $22 million near Chester County's airport.

Chester County authorities say they scouted a large marijuana field for several days before conducting a raid on the property Monday. A spokesman for the sheriff's office in Chester said Tuesday morning that "the investigation is ongoing," but two suspects were taken into custody. The sheriff's office and state officials say about 11,000 pot plants, some 5 feet tall, were discovered in more than a half-dozen fields, in a wooded area off Darby Road. That is a short distance from the Chester County Airport, in the northern part of the county. SLED PHOTO
CHESTER, S.C. -- Four rural S.C. counties that hug I-77 south of Charlotte have become fields of choice for marijuana growers, law enforcement officials say.
Operations that supply Charlotte and cities along the interstate have been increasing in size in recent years in Chester, York, Lancaster and Fairfield counties, state and local officials say.
The latest bust came Monday when state and Chester County authorities arrested three men and accused them of cultivating more than 11,000 marijuana plants in a half-dozen hidden fields on someone else's property near Chester County's airport.

Arizona Bill Would Criminalize the Presence of Undocumented Immigrants in the State

By Valeria Fernández, FI2W contributor

PHOENIX, Arizona – Undocumented immigrants in Arizona could face jail terms for simply being in the state under a series of bills gathering momentum in the state legislature.

A bill approved Wednesday by a Senate committee (SB 1175) would allow any police officer to arrest an undocumented immigrant under charges of trespassing on state land. Those jailed would have to pay the cost of their own incarceration.

“If this bill passes, it would be the first state in the nation making illegal presence a crime,” said Alessandra Soler-Meetze, Executive Director of the Arizona Civil Liberties Union (ACLU). “The implications are tremendous. What it means is that anyone who is in this country without proper documentation is going to be charged and arrested.”

The Graying of America: Immigration's New Hope

Posted by Michael Sinanian

The Economist recently ran an article discussing "ageing in the rich world" and how this large demographic trend would lead to changes in policy, especially those policies concerning retirement, which, as the article posits, will have to eventually raise the retirement age higher as people are living longer. However, although it is not the article's main aim to discuss, this demographic trend does have another side-effect: people are getting old enough to present a problem for national labor forces. There's a growing gap of labor that needs to be filled, but by whom...?

Green Cards, Belief and Betrayal at a Storefront Church

Henry León says he was assured by a man who ran a Pentecostal church in Corona, Queens, that his immigration problems would be resolved.

By KIRK SEMPLE
Published: June 16, 2009

Word of the deal spread swiftly among Ecuadorean immigrants, along a robust grapevine from New York City out to Long Island and into Westchester County. In Peekskill, N.Y., a gas station worker named Henry León heard about it through a friend of his wife’s: The pastors of a storefront Pentecostal church in Corona, Queens, had the inside track on a special allotment of green cards the government had earmarked for church congregations.

Mr. León and his wife made the two-hour trip by train and subway to Corona to meet with one of the two pastors, Gregorio Gonzalez. He told them that all they had to do was to fill out a form and provide $8,000 each in cash and some personal identification documents, Mr. León recalled. The green cards would be ready in a month.

It seemed too good to be true. And it was, according to prosecutors in the Queens district attorney’s office.

Cuomo Widens a Probe Into Immigration Fraud

Attorney General Andrew M. Customers have complained that the businesses and their directors have masqueraded as legitimate providers of immigrant services, many offering legal aid they are not authorized or able to provide, officials in Mr. Cuomo’s office said. Some immigrants told investigators that they were falsely promised permanent residency or American citizenship, even though the firms or individuals were not qualified to secure such benefits.

Immigration enforcement in Arizona could toughen

PHOENIX -- As America's busiest immigrant smuggling hub, Arizona has earned the distinction as a place that's tough on people who sneak across the border.

That reputation would harden if the Legislature and governor approve a proposal that would draw local authorities deeper into immigration enforcement and further reject the notion that immigration is the sole responsibility of the federal government.

The proposal, which has cleared the state Senate and is being considered by the House, would require police to try to determine people's immigration status when they have reasonable suspicions that a person doesn't have legal status.

This article is a response to Joseph H. Carens’s Case for Amnesty, and part of a New Democracy Forum on immigration.

The roots of the Mexican problem go back to 1965, when the U.S. Congress ended a 22-year-old temporary worker agreement with Mexico and enacted a new cap on immigration from the Western Hemisphere. This measure was followed in 1976 by updated country-specific limits. In a few short years, Mexico went from enjoying access to 450,000 annual guest worker visas and an unlimited number of residence visas to having no guest worker visas at all and just 20,000 visas for permanent residence.

A congressman says that captured terrorists -- in fact, high-value detainees; high value detainees in Afghanistan, terrorist detainees -- are being read their Miranda rights on orders from the Obama administration. Now, I want you to stop for just a second here and imagine the ramifications of this. If this is true, if we're reading noncitizens Miranda rights and thereby granting them citizenship, then how can we deny citizenship to illegals working and living in the United States?

Obama Reschedules as Everyone Pushes Forward on Immigration Reform

Posted by: Laura Holguin

Thursday June 4, 2009

Monday, June 8th was supposed to mark President Obama's first promised immigration reform discussion with Congressional leaders from both houses. However, new reports tell us that the meeting has been moved to June 17th because of a scheduling conflict. While the postponement is frustrating, it hasn't slowed down the current push for immigration reform.

CongressDaily reports that at a summit yesterday, Speaker Nancy Pelosi said, "Congress would tackle immigration reform after finishing with health care and energy." Senate Majority Leader, Harry Reid, echoed Pelosi's statement today, saying that he wants to pass immigration reform this year, "if at all possible."

Meanwhile, a national campaign was unveiled as part of a week-long cross-country initiative supporting comprehensive immigration reform. The Reform Immigration FOR America Campaign launched today to push immigration solutions in 2009. The coalition is made up of over 200 organizations such as the National Council of La Raza, the Center for American Progress, the Asian American Justice Center, the AFL-CIO, and the National Hispanic Christian Leadership Conference, to name a few.

The Reform Immigration FOR America campaign has a great website that provides more information about the campaign, including ways you can get involved.

New border document requirements are now in effect. As of June 1st, everyone entering the country--including U.S. citizens--must present a passport or passport equivalent at all U.S. ports of entry. The Western Hemisphere Travel Initiative (WHTI) went into effect for air travelers January 2007, but was delayed until this week for land and sea travel into the U.S.

This is a big change for U.S. and Canadian citizens, who, up til now, have been able to drive across the northern border with just a birth certificate and drivers license as proof of citizenship and photo I.D.

More information about the WHTI, including a list of acceptable documents, is available from U.S. Customs and Border Patrol. Information for international travelers can be found on the same site.

Research Memorandum: A Nation of Settled Immigrants: An Early View of the Obama Administration’s Immigration Strategy

By Arienna Grody
Council of Hemispheric Affairs
Friday, June 5th

Worldwide, there are more than 190 million migrants and approximately 20 percent of them reside in the United States, numbers that suggest that migration seriously undergirds the U.S.' domestic economy and local social conditions. Yet, compared to the drama of Minute Men on the border or the fervor of the international Labor Day marches across the country in 2006, the relative lack of attention on immigration today makes it appear as though the America of 2009 has all but forgotten about what was supposed to be this country’s great immigration debate. This may, however, give a false impression. Debate over immigration concerns remains a pressing issue for advocates of all perspectives on the question with a new found sense of immediacy which has been exacerbated by the worldwide economic recession.  Click here for article

Economic Downturn Actually Bolsters Reform Efforts

Posted by : Myo

Fawn Johnson writes for the Wall Street Journal:

Tough economic times may be a boon for supporters of a broad overhaul of the nation's immigration policies, according to pollsters who are testing the waters ahead of an upcoming White House summit on immigration.

"If anything, the economic climate has actually improved the environment for immigration reform, at least as far as the public is concerned," said Celinda Lake, who heads Lake Research Partners.

"A salient issue is that reform would make immigrants all taxpayers," Lake said during a telephone briefing.

Lake Research Partners has done polling for former President Bill Clinton and Vice President Joe Biden, among others.

A recent survey by Benenson Strategy Group showed that 71% of likely voters think illegal immigrants should take steps to become legal taxpayers. Benenson does polling for President Barack Obama, along with other elected officials and Fortune 100 companies.

Right now, undocumented foreigners in the U.S. aren't allowed to become legal residents. It is difficult, and sometimes impossible, for them to pay taxes.

Policy makers for years have been struggling with how to restructure immigration laws to deal with some 12 million illegal alien residents and better handle the flow of foreign workers.

Immigration overhaul also is a top priority for businesses in the U.S., from high-tech manufacturing companies to the landscaping and farming sectors. Companies such as Microsoft Corp. (MSFT) and Oracle Corp. (ORCL) have long advocated for greater access to foreign labor.

But lawmakers on Capitol Hill, particularly in the House, are wary of confronting the immigration issue. Both Republican and Democratic moderates fear they will be skewered by voters if they support proposals to legalize illegal workers.

Recent interviews with citizens suggest otherwise. "They want a level playing field and they don't have one today," said Lake, whose firm recently conducted a series of in-depth focus groups on immigration. "There's a huge pool of workers that are playing by a different set of rules than they are."

The public also isn't interested in harsh punishments for illegal workers, Lake's research suggests.

Immigration files to become part of National Archives

Posted by : Myo

Anna Gorman of the L.A. Times has a story that might be of interest to immigration researchers. Government files that chronicle the lives of immigrants in the U.S. will become part of the National Archives, officials have announced. The files reveal the stories of millions of immigrants, including Jews who fled EuropeI and Chinese who came to the U.S.. The "alien registration files," or A-files, document immigrants' interaction with the government through registration forms, interview transcripts, health records, photographs, marriage licenses and recordings

U.S. Citizenship and Immigration Services began transferring the documents for preservation by archivists during a signing ceremony at the National Archives in Washington. The immigration agency maintains about 53 million A-files. "The first group to be archived is composed of 135,000 people who were born before 1909 and arrived after 1900, including Spanish painter Salvador Dali and French performer Maurice Chevalier. The first files are expected to be available to the public starting next summer. In the past, A-files were considered `temporary records' and could have been discarded 75 years from the date of last action. Now, they will become permanent records to be housed in either San Bruno, Calif., or Kansas City, Mo."

Maryland Stops Granting Driver's Licenses to Undocumented

El Tiempo Latino, Posted: Jun 02, 2009 Review it on NewsTrust

WASHINGTON -- Thousands of undocumented immigrants are no longer able to obtain driver's licenses in Maryland, reports El Tiempo Latino. As of June 1, Maryland residents are required to show proof of legal residence in the country when applying for a driver's license. Until April 2009, Maryland was the only state on the east coast that did not require proof of legal status. But that changed after a new law was passed, requiring the Motor Vehicle Administration (MVA) to cancel about 8,000 requests for appointments in June. An estimated 200,000 undocumented immigrants will no longer be able to get a driver's license in the state. According to the Delegate Ana Sol Gutierrez, D-Montgomery, this change will be detrimental to public safety as more people drive without a license and may not know the laws. However, undocumented immigrants who already have licenses will be allowed to keep them and renew them once.
